Any Pope may excommunicate any person from the Discordian Society — strangers, celebrities, other Popes, themself. The excommunicated party, being also a Pope, may immediately reverse it. The Apparatus therefore issues both instruments, because it knows how this goes.

Excommunication from the Discordian Society does not affect the target's papacy, which is inalienable, nor their standing with Eris, which was never formalized to begin with. Self-excommunication is recognized as a form of self-care. All bulls reversible; no refunds, as nothing was paid.
